Access-a-Ride Programs Take A Hit In Latest MTA Budget

Among the cuts approved by the Metropolitan Transportation Authority Wednesday were those to a key program for disabled New Yorkers. NY1’s Anthony Pascale filed the following report.

Along with her will to work, advances in technology have allowed Marilyn Saviola to thrive at her job as an advocate for the disabled.

Polio left Saviola paralyzed more than 50 years ago, but she is a fighter. Her latest battle is with the MTA over its plan to cut transportation services for the disabled.

“The system is so flawed now what other cuts could they possibly make?” asked Saviola.

The MTA's latest budget passed Wednesday calls for a $40 million cut to Access-a-Ride service in 2010 and an $80 million cut the following year. Access-a-Ride provides those who qualify with van service to and from where they need to go, for the same price of a bus or subway ride.

Officials are not saying just where the cuts would be made or how they would affect passengers, but people like Saviola fear what any cuts would mean.

“It’s hard enough to get a job, even if you're able-bodied,” she said. “If you're disabled, the unemployment rate is much higher, complicated by how someone can get to work, on time. By not offering accessible transportation with Access-a-Ride, you're putting more people out of work.”

Assemblyman Micah Kellner says the lack of details being given by the MTA worries him. He says he's frustrated that a plan he proposed last fall has yet to be enacted. It would allow disabled passengers who can ride in a taxi or black car to do just that, using an MTA-issued debit or credit card.

"We call it Access-a-Card,” Kellner explained. “The MTA wants to do it. We need to get the [Taxi and Limousine Commission] on board. The livery industry is so excited that it went to Visa to work out the details and we believe it will save $50 million a year and get people to where they need to go."

The MTA says it is just one of the options on the table. It is also looking into saving money through improved eligibility screening, more efficient scheduling, and the elimination of the most expensive carriers.

One of the more controversial ideas is having Access-a-Ride vans take more mobile passengers to the nearest bus stop or subway station with a working elevator.

The MTA is legally required to provide transportation to those with disabilities. Advocates for the disabled say if drastic changes are made to Access-a-Ride, they believe numerous lawsuits would follow.

ACLU Scholarship: HS Seniors can win $7,000 for college!

The American Civil Liberties Union (ACLU) is offering 15 of the nation’s most committed, young civil liberties activists $7,000 each toward their first year in college. You must be a current high school senior to quality to be an ACLU Youth Activist Scholar.

Winners will also be invited to participate in ongoing activities with the ACLU, including the Youth Activist Institute training program at the ACLU's national office in New York City.

We are looking for students who have stood up for civil liberties, tolerance, free speech and equality!

To qualify for the scholarship you must:

Have demonstrated a strong commitment to civil liberties through some form of activism. Be a high school senior planning on entering an accredited college or university as a full-time, degree-seeking student. Have attained a cumulative GPA of 3.0 on a 4.0 scale at the time of graduation. Not be a current ACLU plaintiff or witness in a legal case.

Past scholarship winners were recognized for a wide variety of civil liberties activism, including:

Advocating on behalf of American Indian youth in the juvenile justice system
Producing and hosting a youth radio program focusing on LGBTQ rights and issues
Working with school officials to ensure that intelligent design would no longer be taught in the public schools.

Starting an organization to get teen girls involved in the decisions that affect them, such as policies on sexual harassment and access to comprehensive reproductive health care.

Activists who complete the application forms will be judged on the following standards (in order of importance):

The strength and depth of the candidate’s contributions to civil liberties
Demonstrated leadership
The likelihood of the applicant continuing commitment to civil liberties in the future
Commitment to academic excellence
Demonstrated financial need

GABY chronicles the early life story of Gabriela Brimmer, the daughter of rich European holocaust survivors transplanted to Mexico. The movie chronicles Brimmer’s life with cerebral palsy and how she battled prejudice to become an acclaimed author and advocate. GABY excels on many levels especially its candid examination of Brimmer’s cheeky humor and budding sexuality. Rachel Levin won acclaim in the title role and Norma Aleandro received an Oscar nomination for Best Supporting Actress in 1987.

The Queens College Committee for Disabled Students (CDS), the CUNY Coalition for Students with Disabilities (CCSD), the University Student Senate (USS) and a host of others wish to cordially invite you to attend their 19th Anniversary celebration of the signing of the Americans with Disabilities Act on Wednesday, July 15th , 2009 from 11am - 3pm at the Queens College Student Union Building (65-30 Kissena Blvd., Flushing, NY 11367).


There will be a DJ, games, dunk tank, food, frozen mixed beverages, face painting (for children) and more. We expect appearances to be made by: the College President Muyskens, the CUNY Senior Vice Chancellor Jay Hershenson, Vice Chancellor Garrie Moore, University Assistant Dean Chris Rosa, Chairwoman Simone Lamont, some local politicians and other CUNY officials.





The proceeds from this fund-raiser will go towards the Michael Spruill SEEK Scholarship, named for an alum of Queens College who was a SEEK student, President of the SEEK student government, and a staunch advocate for students with disability. This scholarship will be awarded by the Queens College Director of the SEEK program to SEEK students who are registered with the Office of Disability Services and have shown outstanding achievements both in and out of the classroom. CUNY students (with ID) will be charged $3 and Non-students will be charged $5 for food.

Little Theatre for the Deaf Performance and Workshop - Free!!

The Office of Disability Services at Columbia University would like to invite you to the Spring 2009 performance of the National Theatre of the Deaf at Columbia University.

The Office of Disability Services is hosting a daytime performance and evening workshop given by the Little Theatre of the Deaf, the National Theatre of the Deaf's touring children's theater troop. The daytime performance will be a production entitled "Tree Wise" from 12-1 PM. It will be held in Lerner Hall Auditorium - 2920 Broadway at 115th Street. Tree Wise tells the story of a boy who has Deaf parents
and, through the help of a very special tree, the boy learns how to help his friends understand more about Deaf culture.

The evening workshop (6-7:30 PM) will be a lecture and demonstration of performance techniques used by the theater company. This event will be held in Lerner Hall, 5th floor, Satow Room - again at 2920 Broadway at 115th Street.

Both events will be performed in voice and American Sign Language, and are free and open to the public. Children are encouraged to attend the afternoon performance. Both venues are wheelchair accessible.

Specific Responsibilities Include: Raising awareness about the NYAIL legislative agenda in the Bx, channeling information to staff, consumers, local media outlets and Bx government officials; Plan and coordinate outreach activities; Provide education and training for community residents, public officials, schools and local non-profit as well as for profit organizations; Working on disability focused advocacy projects focused on Bx institutions; Writing and presenting testimony at public meetings and represent the agency as necessary; Other duties as necessary. Qualifications: PWDs and/or life experience with a disability are encouraged to apply. The successful candidate will be knowledgeable about laws protecting PWDs. And have prior ILC experience. Good time management and organizational skills and be able to work both independently and in a team. Excellent oral and written communication skills. A Bachelor’s degree is preferred but may be substituted for relevant work and/or life experience. Knowledge of Windows & Microsoft Office. Bilingual in Spanish and/or ASL is also a plus.
