Medicare’s Fall Open Enrollment Period

Did you know that there are new dates to remember for Medicare’s Fall Open Enrollment Period? Starting in 2011, Fall Open Enrollment (also known as the Annual Coordinated Election Period, or ACEP) begins on October 15 and lasts through December 7.

During this period, people with Medicare have the right to change their Medicare health and drug coverage options without restriction. They can make as many changes as they need, and the last change they make on or before December 7 will take effect on January 1, 2012.

Taxi plan panned as ‘Trojan Horse'

Twelve state and city elected officials, led by Assemblyman Micah Kellner, plan to send a letter today urging Gov. Andrew Cuomo to delay signing the city's outer-borough taxi bill.

Under Kellner's proposed alternative, which he says could be passed by the Legislature as an amendment to the current bill, all 1,500 new medallions would be for wheelchair-accessible cabs. Instead of 30,000 outer-borough taxi permits, the city would sell 6,000 livery medallions, of which about 1,200 would be for accessible cars.

Kellner had originally negotiated a deal with the Bloomberg administration for 569 of the 1,500 medallions to be for wheelchair-accessible cabs. His about-face has puzzled some observers. “He could have negotiated this at the 11th hour, but … it's not the 11th hour, it's past midnight,” one insider said.

The assemblyman's shift reflects his overarching goal of making the taxi fleet more accessible. Only 231 of more than 13,000 cabs accommodate wheelchairs. But, unlike the taxi industry, Kellner would rather have the governor sign the bill than veto it, he says.

An insider said the bill that passed was the best Kellner could get at the time. The taxi industry assumed that it would defeat the legislation and rejected a compromise floated by Bronx Borough President Ruben Diaz Jr. After it lost, however, the industry told Kellner it would support a plan centered on civil rights for the disabled, not yellow cab protectionism.

Kellner wants to convince Cuomo that putting more wheelchair-accessible cabs on the streets will save the Metropolitan Transportation Authority money because fewer riders would use its costly Access-a-Ride program. But that's unlikely, if only because most of the program's participants do not use wheelchairs.

The livery industry believes Kellner is sincere, but it does not trust the taxi industry and says taxi owners are unlikely to accept a deal in which livery medallions would be sold for $25,000. Yellow cab medallions fetch upward of $1 million.

“[Accessibility] is a laudable goal, but make no mistake, the proposal is a Trojan Horse meant to undermine a carefully constructed bill that was thoughtfully deliberated,” said Eddie Castell, a livery industry lobbyist.

A Valuable Gift for Mom

Mother’s Day is right around the corner. It’s always nice to give Mom a card, flowers, and candy. But this year people all over the country are helping their moms save nearly $4,000 a year on the cost of prescription drugs. You can help your mom too — and it won’t cost you a dime.

The high cost of prescription medication can be a burden on mothers (or anyone) who have limited income and resources. But there is Extra Help — available through Social Security that could pay part of her monthly premiums, annual deductibles, and prescription co-payments. That Extra Help is worth an average of almost $4,000 a year.
To figure out whether your mother is eligible, Social Security needs to know her income and the value of her savings, investments, and real estate (other than the home she lives in). To qualify for the Extra Help, she must be enrolled in Medicare and have:
· Income limited to $16,335 for an individual or $22,065 for a married couple living together. Even if her annual income is higher, she still may be able to get some help with monthly premiums, annual deductibles, and prescription co-payments. Some examples where income may be higher include if she or her spouse:
—Support other family members who live with them;
—Have earnings from work; or
—Live in Alaska or Hawaii; and
· Resources limited to $12,640 for an individual or $25,260 for a married couple living together. Resources include such things as bank accounts, stocks, and bonds. We do not count her house and car as resources.
Social Security has an easy-to-use online application that you can help complete for your mom. You can find it at www.socialsecurity.gov. Just select the link on the left of the page that says, “Get extra help with Medicare prescription drug costs.” To apply by phone or have an application mailed to you, call Social Security at 1-800-772-1213 (TTY 1-800-325-0778) and ask for the Application for Help with Medicare Prescription Drug Plan Costs (SSA-1020). Or go to the nearest Social Security office.

Stony Brook Journalism student seeking Bx unemployed Mental Health cli ents to interview

Jason Van Hoven (vh1b521@aol.com) is a Stony Brook journalism student working on his thesis project. He wants to interview Bronxites mental health clients who have completed through employment programs but are not yet employed how they have dealt with the struggle of finding a job.

It would be great if they're willing to tell their story on camera. I can meet with them anywhere within the five boroughs on Tuesdays and the weekends. I'm an easy person to talk to and no one has to worry about being afraid to talk to me. I treat everyone respectfully and fairly. I am writing you today to tell you about an upcoming event that I am participating in that is both very important and very exciting to me.  NAMIWalks, the signature walkathon event of the National Alliance on Mental Illness, is being held in  New York, NY at South Street Seaport on May 7, 2011.

The goals of the NAMIWalks program are: to fight the stigma that surrounds mental illness, to build awareness of the fact that the mental health system in this country needs to be improved, and to raise funds for NAMI so that they can continue their mission.

Until 10/30 The Once & Future Penn Station (NY Transit Museum Gallery Annex, Grand Central) Explore the past glory and imagined future. he original station, a monumental Beaux-Arts masterpiece opened in 1910. It was demolished above ground in 1964 to make way for MSG. But underground it has continued to function uninterrupted for 100 years. The Oxford Shakespeare Company SMASH Program offers free contemporary acting classes to people with physical disabilities at their wheelchair-accessible Tribeca Theatre in Manhattan. Classes run at various times of the year, usually on Sundays from 1-2pm. Students will work on voice and movement exercises, as well as on monologues and scenes. There will also be opportunities for public performance. Classes form as the school receives interest from enough students. Kennedy Center award-winner Ron Song Destro, OSC director and former dean of the school at the National Theatre Workshop of the Handicapped, teaches the class. The school is also hoping to offer free playwriting classes to people with disabilities, especially wounded vets.
